Calculate the the optimal heading to steer the ship from the current WorldPoint towards the target WorldPoint
Parameters
- current: WorldPoint
  the current position of the ship
- target: WorldPoint
  the target position to head towards
Returns SailingHeading
- the optimal SailingHeading as an integer
